The first thing we need to keep in mind is a critical date, the most important date for Plan C: January 1, 2011.

The whole purpose of Plan C for the millions of immigrants is to benefit people who entered or have been in the U.S. for more than 10 years. Therefore, January 1, 2011 is taken as an entry deadline to qualify for this benefit. In addition, it does not matter how the person entered.

What is the benefit that those who qualify will receive?

The benefit will be very similar to TPS, DACA, a work permit, legal stay, and protection from deportation. They will be able to request a travel permit to go to their countries. But, it is not a path to residency or citizenship, that will only be achieved by a limited number of people.

Who are disqualified?

The rules of inadmissibility will remain the same. This means that people who are currently disqualified for residency, for example, would be disqualified for this benefit. For example, if you passed yourself off as a U.S. citizen, you are probably going to be disqualified, and if you have felonies as well.

What you are automatically pardoned is the entry and illegal stay.Otherwise, everything else is subject to the current Immigration rules of disqualification, which they call "inadmissibility".

Who will be able to become residents?

Approximately 1.3 million people will be able to become residents. The work permit they will be granted is based on something called a "parole". This parole is the equivalent of a legal entry, which if we combine it with the petition of a South American child over 21 years of age, allows to apply for the residence.

That's what 1.3 million people are going to be able to do, but what about the others, if you're talking about up to 6.8 million people. The other 5.5 million people are not going to be given a path to residency and have to find it on their own. We can help them.
