This means that, if it is not approved in one Chamber, then it will not be sent to the Senate for debate and approval. If this were to happen, there would be no possibility of reconciliation between the two versions and a final vote in both houses of Congress for it to be signed by the president. 

What does the survey tell us?

The survey says that, if Hispanics do not approve immigration reform, they will not only blame the Republicans, but they will blame the Democrats as well. Both parties will be blamed for inaction on immigration reform.
This is not only happening now, it has been going on since Ronald Reagan.

Democrats fail to approve immigration reform

Democrats are supposed to be the ones who should be supporting immigration reform in order for it to pass in the House of Representatives. If they don't want to pass it, please contact him at the necessary amendments, changes they want to approve some version of the reform and then send it to the Senate.

If we see that the Democrats are unwilling to make changes to the Joe Biden or to present another version, we are left alone. We are on our own and we are independent to look for solutions with our own lawyers.
