Greetings Jorge Rivera immigration attorney.

And the answer is yes, but there are different ways, to become a citizen without speaking English.

The first is your age and the number of years you have been a resident.
If you have been a resident for more than 20 years, are over 50 years of age, you will automatically be tested in Spanish.

Now... if you have only been a resident for 15 years but are over 55 years of age, they will automatically do it in Spanish.

Evaluating Mental Capacity: Medical Certification "N648".

But what if you have memory problems, what if you don't meet that number of years of being a resident or you don't meet that age?
Then the analysis, the officer, focuses on what your mental capacity is.
Do you have memory problems, are you mentally retarded... because that affects your physical ability to learn and study the material for the exam.
And the way it is generally done is that if a person for example is 40 years old or does not meet the minimum of 55 to take the exam in Spanish, or conversely, is 80 years old but has only been a resident for five years, then immigration what they want to see is something called a medical certification the "N648".
